HIV/AIDS Considered “Severe Epidemic” in DC

A few weeks back the Washington Post reported that 3% of Washington DC residents have HIV or AIDS. At first glance this would appear normal; however, according to health officials, 1% constitutes a “generalized and severe” epidemic.  In comparison, 1992 San Francisco reported that 4% of the population was HIV positive.
